Description: A facility is considered to be on final effluent limits when the permittee has completed all necessary construction to achieve the ultimate effluent limitation in the permit reflecting secondary treatment, best practicable control technology (BPT), best available technology (BAT), or more stringent limitations, such as state required limitations or water quality based limitations, or less stringent limitations established by a variance or a waiver.
