Source Reduction - Emission reduction for this material was due to the availability of monitoring data for calculating fugitive emissions versus estimation using average emission factors. In part, this was the result of the implementation of the more stringent ethylene MACT which increased monitoring requirements. Emissions for 2006 were calculated using epa correlation curves and actual monitoring data for all components. Emissions for previous years were estimated using a combination of monitoring data and average emission factors for non-Monitored components.
