Other Barriers to Source Reduction - The source of lead come from the feedstock of old corrugated containers (OCC) which is used to make recycled paperboard. Unless OCC has lead removed, it will continue in our process. |

Methods to Identify SR Opportunities: T05: Employee recommendation (independent of a formal company program)
Barriers: B8-Barriers to P2 B8 - A reduction does not appear to be technically feasible |
W13: Control scheme was changed for a waste removal device resulting in less raw material needed per unit of finished product Source Reduction - Employee relized that unit was not running optimally and suggested that instead of running on a time basis, it should run on a load basis Barriers to P2: B8 - A reduction does not appear to be technically feasible - Lead is an inherent component of recycled paperboard. It comes into the process as an inherent component of the raw material (paperboard). |

Other Barriers to Source Reduction - Fitchburg Paperboard is a producer of 100% recycled paperboard. While lead is not specifically manufactured, it is an inherent component of our raw material. This raw material is Residential Mixed Paper (RMP), Old Corrugated Containers (OCC) and Double Lined Kraft (DLK). We know of this Lead because of routine outside laboratory testing. The concentration of Lead from testing was 3.85 PPM in our raw material. We produced 126,000 tons of paperboard. Source Reduction: Source Reduction - We are working to reduce our fiber lost in the process. By doing this we are able to use less raw material, thereby bringing less of the lead contaminant into our facility and reducing the amount we have to dispose of. |

2010 | Other Environmental Practices - Newark America is a producer of recycled paperboard. While our emissions of Lead do not exceed the 100 lb reporting threshold we are reporting because our raw material contains lead. This raw material is Residential Mixed Paper (RMP), mostly from curbside collection recycling. We know of this Lead because of routine outside laboratory testing. The concentration of Lead was 2.44 PPM. We produced 116,765 tons of paperboard. We also resold some of our raw material; 4,343 tons of Old Corrugated Containers (OCC) and 721 tons of Residential Mixed paper (RMP).
2009 | Other Environmental Practices - Newark America is a producer of recycled paperboard. While our emissions of Lead do not exceed the 100 lb reporting threshold we are reporting because our raw material contains lead. This raw material is Residential Mixed Paper (RMP), mostly from curbside collection recycling. We know of this Lead because of routine outside laboratory testing. The concentration of Lead was 2.81 PPM. We produced 96,366 tons of paperboard. We also resold some of our raw material; 6,077 tons of Old Corrugated Containers (OCC) and 2,893 tons of Residential Mixed paper (RMP).

Other Environmental Practices - Newark America is a producer of recycled paperboard. Old newsprint is the primary source of our raw material. Paper contains lead, which in the recycling process, remains with the new product. Annual Production: 118,549 tons, lead concentration 1.7 ppm Raw material used: 143,164 tons, lead concentration 1.9 ppm Water sent to POTW: 119,313,138 gallons, solids at 50 ppm, 24 tons, lead concentration 2.9 ppm Old Corrugated material from raw material, unused, 8,198 tons, lead concentration 3.67 ppm Short paper fiber sludge hauled to Mass Natural Fertilizer Company, 9,674 tons, lead concentration 2.9 ppm Recycling trash, hauled as waste by Northside Carting, 6,719 tons, lead concentration 1.85 ppm Calculations: Raw material: 143164*2000*1.9/1000000 = 544 pounds Product: 118549*2000*1.7/1000000 = 403 pounds Water to POTW: 24*2000*2.9/1000000 = 0.13 pounds Short paper sludge: 9674*2000*2.9/1000000 = 56 pounds Old Corrugated re-sold: 8198*2000*3.67/1000000 = 60 pounds Trash: 6719*2000*1.85/1000000 = 24.9 pounds In addition, #2 Fuel Oil is burned in our boiler to produce steam to dry the paper. We burned 481,113 gallons of fuel, 7.1 pounds/gallon, 0.05 ppm lead. 481113*7.1*0.05/1000000 = 0.17 pounds |

Other Environmental Practices - Newark America is a producer of recyclyed paperboard, using old news print as our primary raw material. Paper contains lead, which, in the recycling process, remains with the new product. The calculations used are as follows: Lead is an impurity in paper products, which we produce. Tests done on our paper indicate a Lead amounts at 1.4 ppm. Total Production is 100,000 tons per year 100,000 (tons production annual)*2,000 (pounds per ton)/1,000,000 (conversion to millions of parts)*1.4 (parts per million)=280 Total pounds of Lead moved through the mill Short paper fiber waste removed to Mass Natural Fertilizer Company 21 topns per day removed at 2.9 ppm lead content 21*2,000*2.9/1,000,000*310 (operating days)=38 pounds Lead Water sent to POTW (West Fitchburg Wastewater Treatment Plant, WFWWTP, 250,000 gallons per day, <0.001 ppm Lead 250,000*365*8.34/1,000,000*0.001=0.76 pounds Lead We burn #2 fuel oil and the amount of Lead Otherwise used by factors is 7.1 pounds, Lead compounds created during combustion are 7.6 pounds. The factors used for this determination are found in EPA Guidance document 260-B-01-027, December 2001. |
