W84: Due to environmental regulations prohibiting lead in circuit boards, other finishes are being used thus reducing the use of lead in our manufacturing processes.

Source Reduction - Other surface finishes besides solder with lead are being used due to customer design requests. Customers are requesting circuit boards with no lead so they comply with environmental regulations in Europe.
