Barriers to P2: B6 - Pollution prevention previously implemented - additional reduction does not appear technically or economically feas - This facility already installed and utilizes BACT/MACT technology across its emission control systems. Upgrades to Ultra LowNOx burners in the Thermal Oxidizer systems were previously completed. This facility recycles solid wastes for all availableproducts. This facility eliminated the use of anhydrous ammonia due to the potential significant risk to people and theenvironment by switching to a different pH control system and different enzymes. Green plains Shenandoah utilizes city greywater recycling system for process cooling that help facility from using around 75-100 million gallons of water annually thatotherwise would be pumped from the well.

Barriers to P2: B5 - Specific regulatory/permit burdens. - Ethanol production is regulated by TTB and EPA and specifications for fuel grade ethanol are regulated by both agencies.

Other Environmental Practices: General Environmental Management - Enogen corn reduced our alpha requirements. More environmentally responsible because we dont have to ship a separateproduct or use plastic containers to hold it. Benefits include: Increase in yield, Reduction in energy costs, reducing gas, electricityand water consumption (This is a huge benefit for the environment), Less transportation time, due to the finished productcoming from local suppliers. Usually within minutes of the plants. Shorter transportation time of a dry product, should have areduced risk of spills vs a liquid product needing to be shipped OTR. The facility reevaluated many chemicals used when tryingto align with FSMA and moved to GRAS chemicals. Grey water recycling system. Green plains Shenandoah utilizes city grey waterrecycling system for process cooling that help facility from using around 76 million gallons of water in 2018 that otherwise wouldbe pumped from the well. Algae Project- As part of a two prong approach, part waste product valorization and part energyefficiency, Green Plains is developing a process that allows redirection of the corn syrup ( a dense, glycerol containing productthat is currently dried onto DDGS) to a bolt-on algae production facility. The syrup will form the base growth media in which theproprietary algae strains will be cultivated for later use in animal feed (sugar to protein). By redirecting the syrup and not havingto use conventional drying technology, Green Plains is reducing its CO2 emissions related to lower natural gas usage at itsplants.

Green plains had always maintained BACT and MACT guidance/standard mandate for air pollution control. We additionally have spent millions of dollars on environmental upgrades to reducedemissions and improved the environment. These include flue-gas scrubbers that dramatically slash emissions of sulfur dioxide,nitrogen oxide and particulate matter, and flare-gas recovery systems that capture and recycle gases that otherwise would beflared. By maintaining our emphasis on reliability, operational excellence and enhanced incident investigations, we will continueto target best-in-class environmental performance.

The Waste Management Hierarchy

The waste management hierarchy established by the Pollution Prevention Act (PPA) guides waste generators toward the best options for managing wastes. The preferred option is to prevent pollution at its source, but for waste that is generated, the preferred management methods are recycling, followed by burning for energy recovery, treatment and, as a last resort, disposing of the waste.
  • Source Reduction includes activities that eliminate or reduce the generation of chemical waste.
  • Recycling includes the recovery of a toxic chemical in waste for reuse.
  • Energy Recovery includes the combustion of toxic chemicals in waste to generate heat or electricity.
  • Treatment includes the destruction of a toxic chemical in waste.
  • Disposal or Other Releases includes toxic chemical quantities entering the environment.
