Barriers to P2: B6 - Pollution prevention previously implemented - additional reduction does not appear technically or economically feas - Current off-spec product recovery and QC procedures implemented have meet what this facility is technically capable of meeting. |

|
Barriers to P2: B8 - A reduction does not appear to be technically feasible - Production efficiencies, product recovery and quality control procedures have been implemented to the best the technology in place will allow. |

|
Source Reduction - Between batch product switches we flush the reactor with material prior to restarting production. We had fewer reactor switches this year. |
2014 |
Other Environmental Practices: Waste Treatment - The primary driver, as this product is made in a batch process is the need to clean the system in between product switches. There was a substantial increase in the numberof product switches in calendar year 2014 over 2013.Treatment of methyl chlorocarbonate was completed primarily by hydrolysis, it was this process change that contributed to the increase in off-site treatment of TRI regulated alcohols in 2014 over 2013. |

Other Barriers to Source Reduction - This materail is a product manufactured at the La Porte facility and as a result all practicable measures have been taken to maximize production while minimizing waste generation. |
The Waste Management Hierarchy |
The waste management hierarchy established by the Pollution Prevention Act (PPA) guides waste generators toward the best options for managing wastes.
The preferred option is to prevent pollution at its source, but for waste that is generated, the preferred management methods are recycling, followed
by burning for energy recovery, treatment and, as a last resort, disposing of the waste.
