While expanding chemical and industry coverage, EPA also provided a
burden-reducing option for facilities with relative low quantities of
listed toxic chemicals in waste. Beginning in 1995, as the expanded
chemical list went into effect, facilities whose total annual reportable
amount of a listed toxic chemical does not exceed 500 pounds can apply a
higher activity threshold in determining their reporting obligations. The
total annual reportable amount is defined as the sum of the waste
management categories that would be reported to TRI: quantities disposed
of or otherwise released on- and off-site, recovered as a result of
on-site recycling operations, combusted on-site for energy recovery, and
treated at the facility, plus amounts transferred off-site for recycling,
energy recovery, treatment, and disposal or other releases. These amounts
correspond to total production-related waste in this report.
